Senior Materials Engineer
Lead materials engineering for safer roads, resilient infrastructure, and sustainable communities — shaping quality, standards, and innovation from design through delivery.
Job Purpose
The Senior Materials Engineer is responsible for overseeing the selection, evaluation, testing, approval, and quality control of construction materials used in municipal infrastructure, transportation networks, roadworks, bridges, utilities, and stormwater projects. The role ensures that all materials comply with applicable engineering standards, specifications, sustainability requirements, and regulatory frameworks while supporting the delivery of safe, durable, cost-effective, and high-performance infrastructure assets.
Key Responsibilities
Materials Engineering & Technical Oversight
Lead the evaluation, approval, and quality assurance of materials used in roads, transportation, bridges, tunnels, pavements, drainage, and stormwater infrastructure projects.
Review and approve material submittals, technical specifications, mix designs, and testing reports submitted by consultants and contractors.
Provide expert technical advice regarding material selection, durability, constructability, and lifecycle performance.
Establish and update materials standards, specifications, and acceptance criteria for municipal infrastructure projects.
Conduct technical assessments of new and emerging construction materials and technologies.
Quality Assurance & Quality Control
Develop and implement material quality assurance and quality control procedures.
Monitor compliance with project specifications, international standards, and municipal requirements.
Review laboratory and field test results for concrete, asphalt, aggregates, soils, pipes, geosynthetics, steel, and other construction materials.
Conduct site inspections and audits to verify material quality and installation compliance.
Identify non-conforming materials and recommend corrective and preventive actions.
Roads & Pavement Engineering
Evaluate asphalt mix designs and pavement materials for municipal road projects.
Analyze pavement construction quality and performance data.
Support pavement management initiatives through material performance assessments.
Investigate pavement failures, cracking, rutting, and other distress mechanisms.
Stormwater & Utility Infrastructure Materials
Review and approve materials used in stormwater drainage networks, culverts, retention structures, and utility corridors.
Assess durability and performance of concrete, HDPE, GRP, ductile iron, and related utility materials.
Ensure materials are suitable for local environmental and operational conditions.
Project Support & Contract Management
Support project teams during planning, design, procurement, construction, and asset handover stages.
Participate in technical evaluations during tendering and contractor selection processes.
Review method statements, inspection test plans (ITPs), and quality management documentation.
Provide recommendations regarding claims and disputes related to material quality and compliance.
Asset Integrity & Performance Management
Monitor long-term material performance across municipal assets.
Investigate material failures and recommend remedial measures.
Develop lifecycle improvement strategies to enhance asset durability and reduce maintenance costs.
Analyze performance data to support asset management decision-making.
Sustainability & Innovation
Promote the adoption of sustainable construction materials and green engineering practices.
Evaluate recycled materials and environmentally friendly alternatives.
Support initiatives related to carbon reduction, circular economy principles, and resilient infrastructure development.
Identify opportunities for technological innovation in materials engineering.
Stakeholder Management
Coordinate with project managers, consultants, contractors, laboratories, and regulatory authorities.
Provide technical guidance and mentorship to junior engineers and inspectors.
Participate in technical committees, industry forums, and standards development initiatives.
Prepare technical reports, presentations, and engineering recommendations for senior management.
Qualification & Experience
Education
Bachelor's Degree in Civil Engineering, Materials Engineering, Construction Engineering, or related discipline.
Master's Degree in Materials Engineering, Pavement Engineering, Transportation Engineering, or related field is preferred.
Professional Certifications (Preferred)
Professional Engineer (PE), Chartered Engineer (CEng), or equivalent.
Certified Quality Engineer (CQE) or equivalent quality certification.
Pavement or asphalt-related professional certifications.
Membership in recognized engineering institutions.
Experience
Minimum 8-12 years of relevant experience in materials engineering, infrastructure projects, roads, transportation, or municipal engineering.
Minimum 5 years of experience in a senior engineering or technical leadership role.
Experience with roadworks, asphalt pavements, concrete structures, stormwater systems, and utility infrastructure.
Experience in material testing laboratories and field quality control programs.
Experience working within government, municipal authorities, transportation agencies, or major infrastructure organizations is highly desirable.
Technical Competencies
Advanced knowledge of construction materials and testing methodologies.
Knowledge of pavement materials, asphalt technology, and concrete technology.
Familiarity with international standards such as ASTM, AASHTO, BS EN, ISO, and local authority requirements.
