Job Purpose
The Senior Infrastructure Strategy Specialist is responsible for leading the development, evaluation, implementation, and monitoring of long-term infrastructure strategies, policies, programs, and investment plans across the Department of Municipality & Transportation. The role ensures that infrastructure development initiatives support sustainable urban growth, transportation efficiency, asset sustainability, service excellence, and government strategic objectives.
Key Responsibilities
Infrastructure Strategy Development
Lead the preparation, review, and enhancement of infrastructure strategies, master plans, and long-term development frameworks.
Develop strategic recommendations to support municipal and transportation infrastructure growth.
Ensure infrastructure strategies align with government priorities, urban development plans, and departmental objectives.
Assess future infrastructure requirements based on population growth, economic development, and service demand forecasts.
Support the development of infrastructure policies, frameworks, and planning guidelines.
Strategic Planning & Analysis
Conduct strategic assessments, feasibility studies, and infrastructure gap analyses.
Evaluate infrastructure performance, capacity requirements, and service level needs.
Develop long-term infrastructure investment priorities and implementation roadmaps.
Analyze trends, emerging technologies, and industry best practices to support strategic decision-making.
Perform scenario planning and risk assessments to support infrastructure resilience.
Capital Investment & Infrastructure Prioritization
Support the development of capital investment programs and infrastructure funding strategies.
Lead project prioritization exercises using strategic, financial, operational, and risk-based criteria.
Assess the benefits and impacts of proposed infrastructure initiatives.
Provide recommendations on resource allocation and investment optimization.
Support business case development for major infrastructure programs.
Asset Management Integration
Collaborate with asset management teams to align infrastructure strategy with lifecycle management objectives.
Support the integration of asset condition, performance, and risk information into infrastructure planning processes.
Contribute to infrastructure renewal and replacement strategies.
Promote sustainable asset management principles across infrastructure programs.
Performance Monitoring & Reporting
Develop and monitor strategic performance indicators for infrastructure programs.
Prepare executive reports, dashboards, presentations, and strategic performance assessments.
Monitor implementation progress of infrastructure initiatives against approved objectives.
Identify strategic risks, challenges, and performance gaps, and recommend corrective actions.
Present findings and recommendations to senior management and executive leadership.
Stakeholder Management & Coordination
Coordinate with government authorities, municipalities, transportation agencies, utility providers, consultants, and developers.
Lead workshops, stakeholder engagements, and strategic planning sessions.
Build strong relationships to support infrastructure planning and implementation objectives.
Ensure stakeholder requirements are considered in strategic infrastructure initiatives.
Facilitate cross-functional collaboration across departments and project teams.
Governance, Policies & Compliance
Ensure infrastructure strategies comply with regulatory requirements, planning frameworks, and government policies.
Support the development and implementation of governance frameworks for infrastructure planning and delivery.
Participate in audits, reviews, and organizational excellence initiatives.
Maintain strategic planning documentation, policies, and standards.
Ensure transparency and accountability in infrastructure planning processes.
Sustainability, Innovation & Resilience
Promote sustainable infrastructure development practices.
Support climate resilience, environmental sustainability, and smart city initiatives.
Evaluate innovative technologies and infrastructure solutions.
Integrate resilience planning into infrastructure strategies and investment decisions.
Encourage adoption of best practices in sustainable urban infrastructure management.
Qualifications & Experience
Educational Qualifications
Bachelor's Degree in Civil Engineering, Infrastructure Engineering, Transportation Engineering, Urban Planning, Architecture, Infrastructure Management, or a related field.
Preferred
Master's Degree in Infrastructure Planning, Urban Planning, Engineering Management, Transportation Planning, Public Policy, Asset Management, or Business Administration (MBA).
Professional Certifications (Preferred)
Project Management Professional (PMP).
ISO 55000 Asset Management Certification.
Strategic Planning Certification.
Certified Infrastructure Asset Manager (CIAM).
Membership in a recognized engineering, planning, or infrastructure professional body.
Experience
8-10 years of progressive experience in infrastructure planning, strategic planning, transportation planning, municipal engineering, asset management, or infrastructure program development.
Experience within government, municipal, transportation, infrastructure, or public sector organizations is highly preferred.
Experience in strategic studies, infrastructure master planning, capital investment planning, and stakeholder management.
Experience supporting executive-level decision-making and strategic initiatives.
Strong knowledge of infrastructure lifecycle planning and asset management principles.
