Infrastructure Strategy Specialist

Job Purpose
The Infrastructure Strategy Specialist is responsible for supporting the development, implementation, monitoring, and continuous improvement of infrastructure strategies, policies, programs, and long-term planning initiatives across the Department of Municipality & Transportation. The role contributes to ensuring that municipal and transportation infrastructure investments align with organizational priorities, growth plans, asset management objectives, sustainability requirements, and government strategies.
Key Responsibilities
Infrastructure Strategy & Planning
Support the development and review of infrastructure strategies, master plans, and long-term development frameworks.
Assist in identifying future infrastructure requirements based on urban growth, population forecasts, economic development, and service demands.
Contribute to the preparation of strategic studies, assessments, and planning reports.
Support the implementation of departmental infrastructure planning initiatives.
Ensure alignment between infrastructure plans and organizational strategic objectives.
Strategic Analysis & Research
Conduct research and analysis on infrastructure trends, emerging technologies, and industry best practices.
Analyze infrastructure performance, capacity requirements, and future growth demands.
Support gap analyses and infrastructure needs assessments.
Benchmark infrastructure planning practices against leading local and international organizations.
Prepare recommendations to improve infrastructure planning and investment decisions.
Capital Planning & Investment Support
Assist in evaluating and prioritizing infrastructure projects and programs.
Support the preparation of capital investment plans and funding strategies.
Contribute to business case development and strategic justification of infrastructure initiatives.
Review infrastructure project proposals and assess alignment with strategic objectives.
Support the optimization of infrastructure investment decisions.
Asset Management Integration
Coordinate with asset management teams to support lifecycle-based infrastructure planning.
Assist in incorporating asset condition, risk, and performance information into planning activities.
Support infrastructure renewal and replacement planning initiatives.
Promote sustainable asset management principles in strategic planning activities.
Performance Monitoring & Reporting
Monitor infrastructure strategy implementation and performance against approved objectives.
Develop and maintain strategic reports, dashboards, and performance indicators.
Analyze infrastructure performance data and identify improvement opportunities.
Track progress of strategic initiatives and provide status updates to management.
Prepare reports and presentations for leadership and stakeholders.
Stakeholder Coordination
Coordinate with internal departments, government entities, utility providers, consultants, and developers.
Participate in meetings, workshops, and strategic planning sessions.
Facilitate information gathering and feedback related to infrastructure planning initiatives.
Support stakeholder engagement activities and strategic consultations.
Promote collaboration across departments to achieve planning objectives.
Governance & Compliance
Ensure infrastructure planning activities comply with applicable regulations, policies, and planning standards.
Support the implementation of governance frameworks and infrastructure planning guidelines.
Maintain documentation related to infrastructure planning studies and strategic initiatives.
Assist in responding to audit findings and compliance requirements.
Monitor adherence to approved planning methodologies and procedures.
Sustainability & Innovation
Support the integration of sustainability and resilience principles into infrastructure planning.
Assist in evaluating innovative infrastructure solutions and smart city initiatives.
Contribute to climate adaptation and environmental sustainability programs.
Promote efficient and sustainable infrastructure development practices.
Qualifications & Experience
Educational Qualifications
Bachelor’s Degree in Civil Engineering, Transportation Engineering, Urban Planning, Infrastructure Engineering, Architecture, Infrastructure Management, Geography, or a related field.
Preferred
Master’s Degree in Infrastructure Planning, Urban Planning, Engineering Management, Transportation Planning, Asset Management, or Business Administration (MBA).
Professional Certifications (Preferred)
Project Management Professional (PMP).
Infrastructure Asset Management Certification.
Strategic Planning Certification.
Certified Infrastructure Asset Manager (CIAM) or equivalent.
Membership in a recognized professional engineering, planning, or infrastructure organization.
Experience
5-7 years of relevant experience in infrastructure planning, strategic planning, transportation planning, municipal engineering, asset management, or infrastructure development.
Experience within municipality, transportation, infrastructure, government, or public sector organizations is preferred.
Experience in strategic studies, performance monitoring, and infrastructure program planning.
Experience coordinating with multiple stakeholders and supporting planning initiatives.
Familiarity with capital investment planning and infrastructure asset management principles.
