Stakeholder & Authority Coordination Lead
Job Purpose
To lead and manage engagement and coordination with government authorities, external stakeholders, utility providers, and project partners, ensuring timely approvals, permits, NOCs, and resolutions required to support successful project delivery.
Key Responsibilities
Develop and implement stakeholder and authority engagement strategies aligned with project requirements and delivery programmes.
Identify all relevant government authorities, utility providers, regulatory bodies, and external stakeholders associated with assigned projects.
Establish and maintain effective working relationships with key authorities and stakeholders throughout the project lifecycle.
Lead the preparation, submission, tracking, and follow-up of applications for permits, approvals, NOCs, licences, and other regulatory requirements.
Develop and maintain an authority approvals matrix and stakeholder register, including responsibilities, submission requirements, target dates, and current status.
Coordinate with Design, Technical, Projects, Construction, Commercial, and other internal teams to ensure authority requirements are incorporated into project planning and delivery.
Review project documentation and submissions to ensure completeness and compliance with relevant authority requirements prior to submission.
Monitor approval timelines and proactively identify potential delays, dependencies, or regulatory issues that could impact project delivery.
Lead meetings and coordination sessions with authorities, utility providers, consultants, contractors, and other external stakeholders.
Facilitate the resolution of stakeholder concerns, authority comments, technical queries, and approval-related issues.
Coordinate interfaces between different stakeholders and project workstreams to minimize conflicts and delays.
Maintain accurate records of stakeholder communications, authority submissions, approvals, commitments, and outstanding actions.
Provide regular reports and updates to project leadership on the status of approvals, key stakeholder matters, risks, and required actions.
Escalate critical approval or stakeholder issues where senior management intervention is required.
Monitor changes to relevant regulations, authority procedures, and submission requirements and communicate potential impacts to project teams.
Support project handover and close-out activities by coordinating final authority inspections, approvals, certificates, and other statutory requirements.
Qualifications & Experience
Bachelor’s degree in Engineering, Architecture, Construction Management, Project Management, or a related discipline.
Strong experience in stakeholder management and authority coordination within real estate development, construction, infrastructure, or major project environments.
Demonstrated experience managing government approvals, permits, NOCs, and regulatory submissions.
Strong understanding of UAE authority processes, regulatory requirements, and project approval procedures.
Experience coordinating with government entities, utility providers, consultants, contractors, and multidisciplinary project teams.
Strong communication and relationship management skills with the ability to manage complex stakeholder requirements.
